In Caesar 2 you're set in the Ancient Rome, where you rule the city as supreme Caesar. You'll have to manage the economy, infrastructure, production, and military defence against rampaging barbarians.

First of all you've to take care of your population. Construct water supplies and make sure that food is distributed efficiently. Next, you'll have to hire prefects to patrol the city and uphold law and order - and slowly construct more and more advanced buildings to make your city a cultural metropolitan for your citizens.
The menace from outsiders and barbarians will at some point force you to enlist your citizens as legions and centurions to defend your property and invade hostile provinces. If you're successful, the people will worship you and salute you "Ave Caesar, morituri te salutant".
